What Must Be Checked Before Cutting Concrete?
The most important part of concrete cutting happens before the saw starts.
Concrete Thickness and Reinforcement
The contractor needs to determine the approximate slab thickness and whether the concrete contains rebar, wire mesh, post-tension cables, structural beams, or thickened footers. Reinforced or structural concrete may require scanning, engineering review, or a different cutting method.
Utilities Inside or Below the Concrete
Concrete slabs and walls may contain plumbing, electrical conduit, communication lines, or other utilities. Ground-penetrating radar, commonly called GPR, can help identify objects inside the concrete before cutting or core drilling begins.
If the project includes cutting through a driveway, pavement, or slab and then excavating below it, underground utilities must also be located. In Florida, Sunshine 811 should be contacted before excavation so participating utility owners can mark their underground facilities.
Structural Conditions
Cutting a patio or isolated driveway section is different from cutting a foundation, elevated slab, load-bearing wall, beam, or structural opening. Structural concrete should not be cut until the location and size of the opening have been properly reviewed.
Access and Ventilation
The equipment must fit into the work area and safely reach the cut. Interior work may require electric or hydraulic equipment where engine exhaust is not acceptable. The contractor must also plan for water, slurry, noise, ventilation, and concrete removal.
Wet Cutting Versus Dry Cutting
Wet cutting continuously supplies water to the blade. The water cools the blade and reduces the amount of airborne silica dust created while cutting concrete. OSHA identifies integrated water-delivery systems as an important dust-control method for handheld saws, walk-behind saws, and core-drilling equipment.
The water and concrete dust combine to create slurry, which must be contained and collected instead of being allowed to enter storm drains or spread across the property.
Dry cutting may be used in certain situations with the correct dust-collection equipment and safety controls, but it can create significantly more airborne dust if it is not handled properly.
What Happens After the Concrete Is Cut?
Cutting only separates the section from the surrounding concrete. Most projects also require:
Breaking the cut section into removable pieces
Lifting and loading the concrete
Hauling the concrete to an appropriate disposal or recycling facility
Excavating below the slab when utilities or drainage are being installed
Backfilling and compacting the excavation
Grading the area or preparing it for replacement concrete
This is why concrete cutting is often one part of a larger demolition, excavation, drainage, or site-work project.
Does Concrete Cutting Require a Permit in Florida?
Permit requirements depend on what is being cut and why.
Cutting an isolated section of a driveway or patio for removal may be treated differently from cutting a structural wall, foundation, elevated slab, plumbing system, or electrical installation. Work affecting structural supports, building systems, or permitted demolition may require plans, engineering, a licensed contractor, and local inspections.
Requirements can vary between Pasco, Hillsborough, Pinellas, Hernando, Polk, Citrus, Manatee, and other West Central Florida jurisdictions. The scope should be reviewed before cutting begins.
